Divock Origi came in as a substitute in the fifty seventh minute to give Belgium the only goal and secure their spot in the next stage.
The Russians had the better of the chances in the first forty five minutes of the game but failed to strike pass goalkeeper Thibaut Courtois.
The Belgians now have six points in Group H after their opening game against Algeria, while Russia have one point, following their 1-1 draw with South Korea.
Belgium will face South Korea in their last group stage match while Russia will take on Algeria, hoping to qualify for the next round.
