Today, December 17, 2014 marks the 3rd year since Lagosians, particularly those resident in the Lekki/Ajah axis, began paying toll at the Admiralty Circle Toll Plaza on the ever-busy Eti-Osa -Lekki Expressway.
In 2011, when the state government kicked off the toll collection, there was a huge protest against it that almost turned violent, but a few days after normalcy was restored and the Occupy Lekki protesters gradually gave up the struggle.
It’s 3 years down the line and according to the 30-year concession plan, there are still 27 years more to go. The Lekki Toll Road Concession is a Public Private Partnership (PPP) scheme, and uses the Build-Operate-Transfer (BOT) model of Infrastructure delivery and assets will only be delivered to the Lagos State Government after 3 decades.
